Multiple reports today indicate that the tax on graduate student tuition waivers will not be included in the final version of tax legislation that is likely to be voted on soon by the House and Senate.

The U.S. Senate passed its own version of a tax bill on December 2. The House and Senate versions of the legislation will now move to a conference committee, which is charged with putting together a single bill that both houses of Congress will vote on, most likely this month. The Senate version of the bill did not include the new taxes on graduate student tuition that the House bill contained. Significant concerns have been raised about this provision since inclusion in the House bill and the House appears to be receptive to dropping this provision in conference, though this outcome is far from certain. The Senate bill did keep in place, with some modification, an excise tax on university endowments. At this point, no one is certain what the final version of the legislation will contain. The University of Chicago is continuing to work with other institutions and directly with members of Congress to oppose any measure with new taxes that target our students or university endowments. These strategies are being coordinated by the University’s Office of Federal Relations (OFR), based in Washington, D.C. Some of you have been engaged in these efforts as well.
