Horizon Institute for Public Service helps address the US government’s critical talent shortage in emerging technology by bridging the gap between technology specialists and the policy world.

Fellows selected for Horizon’s Fellowship program receive policy-focused training, mentorship, and support in matching with a host organization for a full-time, fully-funded fellowship based in the Washington, DC area. Fellows join a collaborative, close-knit community of public service-oriented experts. Potential host organizations include executive branch offices, congressional offices, national laboratories, and think tanks.

The fellowship has three levels: junior fellow (typically less than 3 years of full-time work experience and no PhD), fellow (typically 3+ years of relevant full-time experience or a PhD), and senior fellow (typically 12+ years of full-time experience, including extensive leadership experience). Junior fellows place at think tanks; fellows and senior fellows place across all three tracks.

Award

Fellows and senior fellows are selected for a one-year term at a federal agency, congressional office, or think tank, with the option of renewing for a second one-year term, potentially on a different institutional track. Junior think tank fellows are selected for a six-month term and can renew for a second six-month term. Nearly all finalists across our five cohorts to date have secured a placement at a host organization.

For the 2027 cohort, base salaries are $78,000/year for junior fellows, $130,000/year for fellows, and $190,000+/year for senior fellows. All fellows also receive a $17,000/year benefits-equivalent stipend, can access a $3,000 professional development stipend, and can receive up to $3,000 for relocation to DC (if needed). Increases may be considered based on need.

Eligibility

Eligible fellows are individuals at any career stage, from recent graduates to senior leaders, with demonstrated subject-matter expertise, interest, and relevant background in AI, biotechnology, and related emerging technology areas.

All fellows must be eligible to work in the United States and willing to live in the Washington, DC area for the duration of their placement.
